SCHEDULED RECESS AT 9:00 P.M.


That the meeting be closed to the public in order to deal with agenda items under the Community Charter:


Section 90(1) A part of the Council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:


(c)        labour relations or other employee relations;


(f)         law enforcement, if the council considers that disclosure could reasonably be expected to harm the conduct of an investigation under or enforcement of an enactment;


(k)        negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public;


(n)        the consideration of whether a Council meeting should be closed under a provision of this subsection or subsection (2); and,


Community Charter Section 90(2):


(b)        the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.

Purpose:  To present Council with new Revitalization Tax Exemption Bylaws for the Downtown and Hotels and Motels.

Recommendations:


Revitalization Tax Exemption Bylaw (Downtown) 2024 No. 7384

  1. That “Revitalization Tax Exemption Bylaw (Downtown) 2024 No. 7384” (a bylaw to establish a revitalization tax exemption program for the downtown) pass first reading;
  2. That “Revitalization Tax Exemption Bylaw (Downtown) 2024 No. 7384” pass second reading; and
  3. That “Revitalization Tax Exemption Bylaw (Downtown) 2024 No. 7384” pass third reading.

Revitalization Tax Exemption Bylaw (Hotel and Motel) 2024 No. 7385

  1. That “Revitalization Tax Exemption Bylaw (Hotel and Motel) 2024 No. 7385” (a bylaw to establish a revitalization tax exemption program for the hotels and motels) pass first reading;
  2. That “Revitalization Tax Exemption Bylaw (Hotel and Motel) 2024 No. 7385” pass second reading; and
  3. That “Revitalization Tax Exemption Bylaw (Hotel and Motel) 2024 No. 7385” pass third reading.

Purpose:  To revise Fees and Charges Bylaw 2021 No. 7336 to reflect changes to Electric Vehicle Supply Equipment Connection Fees.


Recommendation:


Fees and Charges Amendment Bylaw

  1. That “Fees and Charges Amendment Bylaw 2024 No. 7336.09” (a bylaw to change electric vehicle charging connection fees) pass first reading;
  2. That “Fees and Charges Amendment Bylaw 2024 No. 7336.09” pass second reading; and,
  3. That “Fees and Charges Amendment Bylaw 2024 No. 7336.09” pass third reading.

To be introduced by Jeremy Holm, Director, Planning and Development.


Purpose:  To present for Council’s consideration a development permit application for a proposed industrial building, storage yard, and caretaker’s suite with a watercourse setback variance at 200 Tenth Street.


Recommendation:  That Council issue Development Permit No. DP1189 for an industrial development at 200 Tenth Street with a variance as outlined in the “Proposed Variances” section of the Staff Report dated 2024-JUN-03.

Purpose:  To present for Council’s consideration a development permit application for a commercial car wash at 3180 Island Highway North.


Recommendation:  That Council issue Development Permit No. DP1324 for a commercial car wash at 3180 Island Highway North with variances as outlined in the “Proposed Variances” section of the Staff Report dated 2024-JUN-03.

To be introduced by Bill Sims, General Manager, Engineering and Public Works.


Purpose:  To obtain Council consent for “Southern Community Sewer Local Service Basement Motor Control Centres Replacement Loan Authorization Bylaw No. 1905, 2024”; “Southern Community Sewer Local Service Wellington Pump Station Upgrade Loan Authorization Bylaw No. 1906, 2024”; and “Southern Community Sewer Local Service Grit and Sedimentation Tank Relining Loan Authorization Bylaw No. 1907, 2024”.


Recommendation:  That Council consent on behalf of the electors to the adoption of

  1. “Southern Community Sewer Local Service Basement Motor Control Centres Replacement Loan Authorization Bylaw No. 1905, 2024”;
  2. “Southern Community Sewer Local Service Wellington Pump Station Upgrade Loan Authorization Bylaw No. 1906, 2024”;
  3. “Southern Community Sewer Local Service Grit and Sedimentation Tank Relining Loan Authorization Bylaw No. 1907, 2024”

and further, that the Regional District of Nanaimo be notified accordingly.

That "Political Signage Regulation Amendment Bylaw 2024 No. 7335.01" (to amend the provision associated with political signage in Provincial highway rights of way) be adopted.

That "Municipal Highway Renaming (Powder Works Road) Bylaw 2024 No. 7378" (to provide for the renaming of municipal highways) be adopted.

That “Municipal Highway Naming (Boxwood Road) Bylaw 2024 No. 7379” (to provide for the naming of municipal highways) be adopted.
