That the meeting be closed to the public in order to deal with agenda items under the Community Charter:


Section 90(1) A part of a meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:


(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality;
(c) labour relations or other employee relations;
(e) the acquisition, disposition or expropriation of land or improvements, if the Council considers that disclosure could reasonably be expected to harm the interests of the municipality;
(n) the consideration of whether a Council meeting should be closed under a provision of this subsection or subsection (2); and,


Section 90(2) A part of a meeting must be closed to the public if the subject matter being considered relates to one or more of the following:


(b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.

Minutes of the Governance and Priorities Committee Meeting held in the Shaw Auditorium, Vancouver Island Conference Centre, 80 Commercial Street, Nanaimo, BC, on Friday, 2025-OCT-31 at 9:00 a.m.

That Council endorse all recommendations contained in the Nanaimo Parking Review and Bylaw Recommendations and Actions Report, prepared by Urban Systems, dated October 2025, except recommendations VPS-2, VPS-3 and TDM-1.

That VPS-2 (to introduce a maximum number of parking spaces permitted for developments in the Primary and Secondary Urban Centres) be incorporated as part of the upcoming bylaw update.

That VPS-3 (to allow for a 25% reduction in required parking within 200m of bus frequent transit and bus rapid transit corridors with additional transit-specific Transportation Demand Management required proposed for multi-family residential uses) be incorporated as part of the upcoming bylaw update.

That TDM-1 (to require baseline Transportation Demand Management measures be provided by developments of a defined size and/or type) be incorporated as part of the upcoming bylaw update.

That Council direct Staff to prepare the necessary bylaw amendments and policy updates to implement all endorsed recommendations.

That Council endorse the Manufactured Home Community Relocation Assistance Policy attached to the Staff Report titled "Manufactured Home Community Relocation Assistance Policy", dated 2025-OCT-31.

Purpose:  To present the 2026 Council and Committee Key Date Calendars for Council’s approval.


Recommendation:  That Council approve the 2026 Council and Committee Key Date Calendars as presented in Attachments 'A' through 'H' of the Staff Report titled "2026 Council and Committee Key Date Calendars", dated 2025-NOV-17.

Purpose:  To present the draft 2026 Acting Mayor Schedule for Council’s consideration.


Recommendation:  That Council approve the 2026 Acting Mayor Schedule as presented in Attachment ‘A’ of the Staff report titled “2026 Acting Mayor Schedule”, dated 2025-NOV-17.

Purpose: To present “City Plan Amendment Bylaw 2025 No. 6600.002” for consideration of first and second reading, and to seek direction regarding consultation in accordance with Section 475 of the Local Government Act.


Recommendation:  That:

  1. “City Plan Amendment Bylaw 2025 No. 6600.002” (policy, housekeeping, and map updates) pass first reading.
  2. “City Plan Amendment Bylaw 2025 No. 6600.002” pass second reading.
  3. Council direct Staff to refer “City Plan Amendment 2025 Bylaw No. 6600.002” to the Agriculture Land Commission, the Ministry of Environment and Parks, the Ministry of Transportation and Transit, Snuneymuxw First Nation, District of Lantzville, and the Regional District of Nanaimo.
  4. Following the referral process, Council direct Staff to arrange a public hearing for Bylaw 6600.002 prior to consideration of third reading and final adoption.

Purpose:  To present, for Council’s consideration, general mapping and site-specific text amendments to "City of Nanaimo Zoning Bylaw 2011 No. 4500".


Recommendation:  That:

  1. "Zoning Bylaw Amendment Bylaw 2025 No. 4500.243" (general mapping and site-specific text amendments to the Zoning Bylaw) pass first reading; and,
  2. "Zoning Bylaw Amendment Bylaw 2025 No. 4500.243" pass second reading.

Purpose:  To present for Council’s consideration a development variance permit application to reduce the required side yard setback to allow the enclosure of an existing non-conforming carport at 205 Seventh Street.


It is requested that Council hear anyone wishing to speak with respect to Development Variance Permit Application No. DVP488 - 205 Seventh Street.


Recommendation:  That Council issue Development Variance Permit No. DVP488 to allow the enclosure of an existing non-conforming carport at 205 Seventh Street with a variance as outlined in the "Proposed Variance" section of the Staff Report titled "Development Variance Permit Application No. DVP488 - 205 Seventh Street", dated 2025-NOV-17.

Purpose:  To present Council with an application to rezone 32 Fourteenth Street from Single Dwelling Residential (R1) to Three and Four Unit Residential (R5) to facilitate a proposed 13-lot subdivision.


Recommendation:  That:


1.    "Zoning Amendment Bylaw 2025 No. 4500.247" (to rezone 32 Fourteenth Street from Single Dwelling Residential [R1] to Three and Four Unit Residential [R5]) pass first reading;
2.    "Zoning Amendment Bylaw 2025 No. 4500.247" pass second reading;
3.    "Zoning Amendment Bylaw 2025 No. 4500.247" pass third reading; and,
4.    Council direct Staff to satisfy the conditions related to "Zoning Amendment Bylaw 2025 No. 4500.247" as outlined in the "Conditions of Rezoning" section of the Staff Report titled "Rezoning Application No. RA527 - 32 Fourteenth Street", dated 2025-NOV-17, prior to final adoption.

That "General Election Amendment Bylaw 2025 No. 7129.05" be adopted.

[Note:  The following motion brought forward by Councillor Thorpe at the 2025-JUL-28 Special Council Meeting was deferred in order to allow for a discussion of options with Island Health and operators of the Supervised Consumption Site.]


"That Council formally request Island Health to close the supervised drug consumption site at 250 Albert Street, and put future efforts toward drug free treatment facilities."

At the 2025-NOV-03 Regular Council Meeting, Councillor Manly advised that he would be bringing forward the following motion for consideration:


"That Staff prepare a zoning amendment to Bylaw 4500 that prohibits the following industrial scale uses. 

  1. Waste-to-energy incineration and garbage incineration facilities, excluding facilities that utilize biomass or gases created on-site as byproducts of production or manufacturing processes for cogeneration purposes
  2. Chemical plants that produce emissions containing volatile organic compounds, nitrogen oxides, sulphur dioxides or other compounds that negatively affect human health or the environment
  3. Thermal electricity generation from fossil fuels or biomass harvested solely for energy production purposes
  4. Petroleum refineries
  5. Liquefied natural gas (LNG) export facilities 
  6. Other emission-intensive industries with emissions that negatively affect human health or the environment."

At the 2025-NOV-03 Regular Council Meeting, Councillor Manly advised that he would be bringing forward a motion for consideration. Updated wording of the motion is as follows:


"That Staff provide a report on options to regulate industries that include the use of noxious chemicals and the creation of toxic dust, to require proper ventilation and to be not closer than 250 meters from residential areas."

At the 2025-NOV-03 Regular Council Meeting, Councillor Hemmens advised that she would be bringing forward the following motion for consideration:


"That Council direct Staff to prepare an information report on the Colwood Primary Care model."
