Purpose:  To provide Council with the 2024 Public Safety Committee Annual Report and seek Council’s direction on which themes should be prioritized by the Committee in 2025.


Recommendation:  That Council identify themes and initiatives that should be prioritized by the Public Safety Committee in 2025 based on the Public Safety Committee Workplan 2024 to 2026 and direct Staff to update the workplan accordingly and report back to the Public Safety Committee.

Purpose:  To present for Council’s consideration a development permit application for a multi-family residential development at 1960 Mountain Vista Drive.


Recommendation:  That Council issue Development Permit No. DP1364 for a multi-family residential development at 1960 Mountain Vista Drive with variances as outlined in the "Proposed Variances" section of the Staff Report titled "Development Permit Application No. DP1364 - 1960 Mountain Vista Drive", dated 2025-MAR-03.

That "Zoning Amendment Bylaw 2023 No. 4500.206" (to rezone 878 Park Avenue from Steep Slope Residential [R10] to Low Density Residential [R6] with site-specific density and height provisions) be adopted. 

That "Bylaw Notice Enforcement Amendment Bylaw 2025, No. 7159.23" (a bylaw to assign fines associated with short-term rental violations) be adopted.

That "Officer Designation and Delegation of Authority Amendment Bylaw 2025, No. 7353.03" (a housekeeping amendment to address staff title changes) be adopted.

That "Financial Plan Amendment Bylaw 2025, No. 7371.02" (to amend the 2024 – 2028 Financial Plan) be adopted.

At the 2025-FEB-24 Regular Council Meeting, Councillor Eastmure advised that she would be bringing forward the following motion for consideration:


"That Council direct Staff to bring forward a report to a future Governance and Priorities Committee Meeting on options to prohibit the sale and spread of invasive species in the City of Nanaimo and options for the recovery of the cost of abatement of such invasive species."

Councillor Manly requested that Council reconsider third reading of Council Procedure Bylaw Amendment Bylaw 2025 No. 7272.05 in order to remove the definitions of “Electronic Device” and “Prohibited Use of an Electronic Device” and section 16.5(b) “Prohibited Use of an Electronic Device”.
