That the meeting be closed to the public in order to deal with agenda items under the Community Charter:


Section 90(1) A part of the Council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:


(c) labour relations or other employee relations;


(e) the acquisition, disposition or expropriation of land or improvements, if the Council considers that disclosure could reasonably be expected to harm the interests of the municipality;


(g) litigation or potential litigation affecting the municipality;


(k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the Council, could reasonably be expected to harm the interests of the municipality if they were held in public; and,


(n) the consideration of whether a Council meeting should be closed under a provision of this subsection or subsection (2).

Minutes of the Governance and Priorities Committee Meeting held in the Shaw Auditorium, Vancouver Island Conference Centre, 80 Commercial Street, Nanaimo, BC, on Monday, 2022-JUN-27, at 1:00 p.m.

That Council endorse the Staff recommended projects for 2023 to support and increase affordable housing in the City of Nanaimo as presented in the report dated 2022-JUN-27 by Christy Wood, Social Planner and Lisa Brinkman, Manager of Community Planning.

That the Finance and Audit Committee direct Staff to return to a future Finance and Audit Committee meeting with a Staff report regarding the request for a grant in aid from Growing Opportunities and include information pertaining to water rates in Agriculture Land Reserves.

Purpose:  To provide Council with the findings and recommendations of the Mayor’s Leaders’ Table working groups.

  3. Keith Wilson, Chair, Youth Attraction and Retention Working Group

Recommendation:  

  1. That Council support and endorse the recommendations of the Mayor’s Leaders’ Table working groups and, where applicable, include in corporate work plans.
  2. That Council direct staff to develop a Terms of Reference for a Table of Champions to be convened by the 2022-2026 Council to ensure continued advocacy of projects and programs.

Purpose:  To provide Council with a more fulsome outline of the opportunities and challenges of allowing exemptions to the 24 hour parking prohibition outlined in “Traffic and Highways Regulation Bylaw 1993 No. 5000”.


Presentation:

  1. Jamie Rose, Manager, Transportation, and Dave LaBerge, Manager, Bylaw Services. 

Recommendation:  That Council direct Staff to maintain “Traffic and Highways Regulation Bylaw 1993 No. 5000” Section 4 Article 21 and continue to enforce as needed, as outlined in Attachment A, until such time as a City-Wide Parking Management Strategy can be formalized as outlined in City Plan 2022 Policy C2.1.7.

Purpose:  To provide an update on the recent Request for Proposals for two commercial spaces at the Nanaimo Aquatic Centre, and to obtain Council approval to enter into two 10-year Lease Agreements with the selected proponents.


Recommendation:  That Council approve the disposition of two 10-year Lease Agreements for two City-owned commercial spaces located within the Nanaimo Aquatic Centre, 741 Third Street, to the Canadian Back Institute No. 2 (GP) Inc. and Team Aquatic Supplies Ltd.

Purpose:  To seek Council approval for the property disposition of City-owned land at 4104A Wellesley Avenue to Kim Strynadka the owner of the 4104 Wellesley Avenue. 


Recommendation:  That Council:

  1. approve the property disposition of 4104A Wellesley Avenue for $109,000 to Kim Strynadka; and
  2. authorize the Mayor and Corporate Officer to execute the Purchase and Sale Agreement.

Purpose:  To provide Council with information regarding an application that has been received to amend the existing liquor licence at 11 Cliff Street (Cliffside Brewing Company) to make permanent a temporary extension to the existing outdoor patio area

Purpose:  To obtain Council approval to appoint Charles Cory Parnall as a Bylaw Enforcement Officer.


Recommendation:  That Council appoint Charles Cory Parnall as a Bylaw Enforcement Officer to enforce the provisions of City of Nanaimo “Animal Responsibility Bylaw 2021 No. 7316”.

That "Highway Closure and Dedication Removal Bylaw 2022 No. 7341"  (To provide for highway closure and dedication removal of a portion of Lake Road at 4295 Victoria Avenue) pass third reading.

That “Miscellaneous Bylaws Repeal Bylaw 2022 No. 7352" (A bylaw to repeal outdated bylaws) be adopted.

That “Fees and Charges Amendment Bylaw 2022 No. 7336.02” (a bylaw to add fees and charges for the Finance Department) be adopted.

That “Zoning Amendment Bylaw 2021 No. 4500.197” (To rezone 2393 Barclay Road from Single Dwelling Residential [R1] to Single Dwelling Residential – Small Lot [R2]) be adopted. 

Councillor Brown requested that the following motion from the 2022-JUL-04 Regular Council Meeting be reconsidered: 


That Council suspend livestreaming, broadcasting and publishing of recorded Council and Committee meetings to the City of Nanaimo website and direct media requests and quotes for news releases to the CAO during the 2022 General Election Campaign Period from September 17, through to October 15, 2022.
