Expansion of Civic Merit Awards and Culture Merit Awards Program to Electoral Areas A, B, C, and the District of Lantzville

That Council direct City staff to work collaboratively with Regional District of Nanaimo staff to conduct a review of the Civic Merit Awards and Culture Merit Awards Program, and prepare a report with options, and financial implications, associated with expanding the programs to include contributing members for the Committee’s consideration.

Management Terms and Conditions Bylaw Amendment

To be introduced by John Van Horne, Director, Human Resources. 

Purpose:  To propose amendments to Management Terms and Conditions of Employment Bylaw 2019, No. 7273.

Recommendation:  That:

1. “Management Terms and Conditions of Employment Amendment Bylaw 2024 No. 7273.03” (a bylaw to amend the provisions of the Management Terms and Conditions of Employment Bylaw 2019, No. 7273) pass first reading;
2. “Management Terms and Conditions of Employment Amendment Bylaw 2024 No. 7273.03” pass second reading; and, 
3. “Management Terms and Conditions of Employment Amendment Bylaw 2024 No. 7273.03” pass third reading.

b.

Short-Term Rental Compliance and Enforcement Tools

To be introduced by Jeremy Holm, Director, Planning and Development. 

Purpose:  To present proposed amendments to Zoning Bylaw No. 4500 and Business Licence Bylaw No. 7318 to clarify short-term rental regulations and to improve the ability for compliance and enforcement actions.

Recommendation:  That:

Zoning Bylaw 2011 No. 4500

1. “Zoning Bylaw Amendment Bylaw 2024 No. 4500.233” (a bylaw to amend the short-term rental regulations) pass first reading;
2. “Zoning Bylaw Amendment Bylaw 2024 No. 4500.233” pass second reading; and,
3. Council direct Staff to proceed to a public hearing for “Zoning Bylaw Amendment Bylaw 2024. No. 4500.233” prior to consideration of third reading and final adoption, as required by Section 464 (1) of the Local Government Act.

Business Licence Bylaw 2021 No. 7318

1. “Business Licence Amendment Bylaw No. 7318.02” (a bylaw to clarify the licence terms of short-term rentals) pass first reading;
2. “Business Licence Amendment Bylaw No. 7318.02” pass second reading; and,
3. “Business Licence Amendment Bylaw No. 7318.02” pass third reading.

c.

Zoning Amendment Bylaw No. 4500.237 - 5800 Sunset Road

To be introduced by Jeremy Holm, Director, Planning and Development. 

Purpose:  To present for Council’s consideration a Zoning Amendment Bylaw to rezone 5800 Sunset Road from Single Dwelling Residential (R1) to Three and Four Unit Residential (R5) and align with Provincial small-scale multi-unit housing legislation.

Recommendation: That:

1. “Zoning Amendment Bylaw 2024 No. 4500.237” (to rezone 5800 Sunset Road from Single Dwelling Residential [R1] to Three and Four Unit Residential [R5]) pass first reading;
2. “Zoning Amendment Bylaw 2024 No. 4500.237” pass second reading;
3. “Zoning Amendment Bylaw 2024 No. 4500.237” pass third reading; and,
4. “Zoning Amendment Bylaw 2024 No. 4500.237” be adopted.

d.

Commercial Street Construction Project - Parking Management - Parkades

To be introduced by Bill Sims, General Manager, Engineering and Public Works. 

Purpose:  This report responds to the motion from the 2024-OCT-21 Regular Council Meeting, “That Staff be directed to prepare a report on options to provide two-hour free parking within city-owned parkades during the Commercial Street redesign project.”

Recommendation:  That Council indicate its preferred option for parking management within city-owned parkades during the Commercial Street redesign project.

Queen Charlotte Airlines Crash Victims' Memorial

To be introduced by Bill Sims, General Manager, Engineering and Public Works. 

Purpose:  To inform Council of the placement of a memorial plaque at the mass gravesite in Bowen Cemetery for the victims of Queen Charlotte Airlines Flight 107, in October 1951.

"Highway Closure and Dedication Removal Bylaw 2024 No. 7376"

It is requested that Council hear anyone wishing to speak with respect to "Highway Closure and Dedication Removal Bylaw 2024 No. 7376".

That "Highway Closure and Dedication Removal Bylaw 2024 No. 7376" (to provide for highway closure and dedication removal of an unnamed lane adjacent to 2209 Bowen Road) pass third reading.

b.

"Cemetery Bylaw Amendment Bylaw 2024 No. 7084.02"

That "Cemetery Bylaw Amendment Bylaw 2024 No. 7084.02" (a bylaw to authorize Commonwealth War Graves Commission memorial and other housekeeping amendments) be adopted.

c.

"Fees and Charges Amendment Bylaw 2024, No. 7336.11"

That "Fees and Charges Amendment Bylaw 2024, No. 7336.11" (a bylaw to amend the cemetery fees and charges) be adopted.

d.

"Zoning Amendment Bylaw 2023 No. 4500.207"

That "Zoning Amendment Bylaw 2023 No. 4500.207" (To rezone 488 and 492 Fifth Street from Single Dwelling Residential [R1] to Residential Corridor [COR1]) be adopted.
