Minutes of the Governance and Priorities Committee Meeting held in the Shaw Auditorium, Vancouver Island Conference Centre, 80 Commercial Street, Nanaimo, BC on Monday, 2024-FEB-12 at 1:00 p.m.

Purpose:  To provide the Governance and Priorities Committee with information on the review of the City of Nanaimo’s "Development Procedures and Notification Bylaw" and to seek Committee recommendations on requiring public information meetings and required notification distances to inform a draft bylaw for future Council consideration. 


Presentation:

Recommendation:  That the Governance and Priorities Committee make recommendations on the options presented for public information meetings and public notification distances to inform to the Development Procedures and Notification Bylaw update.

Purpose:  To present amendments to the Council Procedure Bylaw resulting from Bill 44, Housing Statutes (Residential Development) Amendment Act, 2023 as it relates to Public Hearings and other housekeeping amendments.  


Recommendation:  That the Governance and Priorities Committee provide direction on the options presented on proposed amendments to Council Procedure Bylaw No. 7272 as it relates to delegations when a public hearing cannot be held under Section 464 of the Local Government Act and other housekeeping amendments identified in the 2024-MAR-11 report titled "Council Procedure Amendment Bylaw" by the Deputy Corporate Officer.

Purpose:  To provide the Governance and Priorities Committee with an update on the City of Nanaimo’s Short-Term Rental program, the new provincial and federal short-term rental legislation, and proposed regulatory amendments.


Presentation:

Recommendation:  That the Governance and Priorities Committee recommend that Council direct Staff to review the “Business Licence Bylaw 2021 No. 7318”; the “Bylaw Notice Enforcement Bylaw 2012 No. 7159”; and, the “Zoning Bylaw 2022 No. 4500”; and present amendments to these bylaws to improve short-term rental compliance and enforcement tools, including increasing the fines from $250 to $500 per infraction, per day.
