That the meeting be closed to the public in order to deal with agenda items under the Community Charter:

Section 90(1) A part of the Council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

(b) personal information about an identifiable individual who is being considered for a municipal award or honour, or who has offered to provide a gift to the municipality on condition of anonymity;

(c) labour relations or other employee relations;

(k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the Council, could reasonably be expected to harm the interests of the municipality if they were held in public; and,

(n) the consideration of whether a Council meeting should be closed under a provision of this subsection or subsection (2).

Purpose:  To present to Council background information on the request by BC Ferries for a Letter of Support toward its effort to secure Federal funding for the BC Ferries Electrification Project.

Recommendation:  That Council endorse the Letter of Support being forward to BC Ferries for the BC Ferries Electrification Project.

Purpose:  To obtain Council approval to appoint Garry McHady as a Bylaw Enforcement Officer.

Recommendation:  That Council appoint Garry McHady as a Bylaw Enforcement Officer to enforce the provisions of City of Nanaimo “Licencing and Control of Animals Bylaw 1995 No. 4923” and “Parks, Recreation and Culture Regulation Bylaw 2008 No. 7073".

Purpose:  To present for Council’s consideration a development permit application for a 79-unit multi-family residential project consisting of two five-storey buildings.

Recommendation:  That Council issue Development Permit No. DP1142 at 135, 139, 147, 151 Haliburton Street and 940 Milton Street with the following variances:

  • to increase the maximum allowable building height from 14.0m to 15.8m; and
  • to reduce the minimum front yard setback for an underground parking structure from 1.80m to 0.75m.

That “Financial Plan Bylaw 2020 No. 7320” (To confirm and adopt the 2021 – 2025 Financial Plan) be adopted.

Councillor Armstrong advised that she would be bringing forward the following notice of motion for consideration at the 2020-FEB-01 Regular Council Meeting:

That Council direct Staff to reduce the 2021 business licence fee for liquor primary establishments from $1,100 to $165.

Councillor Hemmens advised that she would be bringing forward the following notice of motion for consideration at a future Regular Council Meeting:

That Council direct Staff to report back to Council with an update regarding the following:

  1. Memorandum of Understanding between Island Health and BC Housing related to the Navigation Centre; and,
  2. Timeline of implementing a provincially funded Situation Table in the City of Nanaimo.

Geoff Bowlby, Director General, Census Management Office, Statistics Canada, requested the following motion be brought forward to Council for consideration:

The Council of the City of Nanaimo support the 2021 Census, and encourages all residents to complete their census questionnaire online at www.census.gc.ca. Accurate and complete census data support programs and services that benefit our community.
