Minutes of the Finance and Audit Committee Meeting held electronically on Wednesday, 2022-JAN-19, at 9:00 a.m.

To be introduced by Tim Doyle, Fire Chief.


Purpose:  To gain Council’s support in applying for funding through UBCM for FireSmart activities in the City of Nanaimo for 2022.


Recommendation:  That the Finance and Audit Committee recommend Council support the City of Nanaimo’s application to the Union of BC Municipalities for the Community Resiliency Investment Program (FireSmart Community Funding and Supports Program) and if successful the 2022-2026 Financial Plan be amended to include this grant.

Purpose:  To provide Council an opportunity to reduce the seismic risk to the water supply line along Rock City Road.


Recommendation:  That the Finance and Audit Committee recommend that Council direct Staff to install joint restraints on the Rock City Road water supply line and add a project to 2022 for $350,000 funded from the Water Reserve to complete the work.

To be introduced by Bill Sims, General Manager, Engineering and Public Works.


Purpose:  To seek Council’s authorization to protect the Duke Point water supply main crossing York Creek and reduce the potential of future flooding of York Lake, upstream of MacMillan Road in Cedar.


Recommendation:  That the Finance and Audit Committee recommend that Council direct Staff to install a pipe bridge on the Duke Point water supply main over York Creek, and add a project to 2022 for $400,000 funded from the Water Reserve to complete this work.

Purpose:  To obtain Council approval for a Community Program Development Grant.


Recommendation:  That the Finance and Audit Committee recommend that Council approve the request from the Nanaimo Nature Society for a Community Program Development Grant in the amount of $2,450 to assist in funding the Buttertubs Marsh Guided Nature Tours program.

Purpose:  To provide information in compliance with the City’s Procurement Policy (COU-209) regarding single and sole source purchases, awards in excess of $250,000 and policy non‑compliance for the period 2021-OCT-01 to 2021-DEC-31.

Purpose:  To obtain the Finance and Audit Committee’s recommendation for Council approval of a cash contribution to participate in a joint funding application with the Regional District of Nanaimo for a pilot program to support residential conversion of oil to heat pumps.


Recommendation:  That the Finance and Audit Committee recommend that Council approve using $10,000 from the Climate Action Reserve Fund to support a joint application to BC Hydro with the Regional District of Nanaimo for an “Oil to Heat Pump Pilot Program with Equity-Centered Outreach Design”.
