That the meeting be closed to the public in order to deal with agenda items under the Community Charter:

Section 90(1) A part of the Council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

(a) personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality;

(c) labour relations or other employee relations;

(g) litigation or potential litigation affecting the municipality;

(i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose;

(n) the consideration of whether a Council meeting should be closed under a provision of this subsection or subsection (2); and,

Community Charter Section 90(2):

(b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.

Minutes of the Regular Meeting of the Council of the City of Nanaimo held in the Shaw Auditorium, 80 Commercial Street, Nanaimo, BC, on Monday, 2020-JUN-01 at 4:30 p.m.

Council to rose and reported regarding the following from the June 8, 2020 Special "In Camera" Meeting:

Council established a District 68 Sports Field and Recreation Committee;
Council approved the Terms of Reference (as attached); and
Council appointed Councillors Thorpe and Turley to the Committee and Councillor Armstrong as an Alternate for a term ending 2020-OCT-14

Tracy Stuart, Recreation Coordinator, to provide a verbal presentation regarding Canada Day Celebration.

PurposeTo present for Council’s consideration, a development permit application to authorize the construction of a single residential dwelling within the watercourse setback at 3258 Stephenson Point Road.

Delegation:

  2. Doug Jarvie and Steve Toth, AScT. R. P. Bio.

Recommendation:  That Council issue Development Permit No. DP1171 at 3258 Stephenson Point Road with the following variance:

  • reduce the minimum watercourse setback from 30m to 6.9m as measured from the top of bank of Cottle Creek in order to permit the construction of a proposed single residential dwelling and site improvements.

To be introduced by Richard Harding, General Manager, Parks, Recreation and Culture.

Purpose:  To provide an update on aquatic initiatives for summer 2020. 

To be introduced by Bill Sims, General Manager, Engineering and Public Works.

Purpose:  To inform Council of the plans to implement trial changes to the traffic control at the intersection of Bastion Street at Commercial Street.

To be introduced by Sheila Gurrie, Director, Legislative Services.

Purpose:  To amend the Public Hearing schedule for the remainder of 2020 to accommodate public input on as many development applications as possible.

Recommendation:  That Council support amending the Public Hearing dates from the first Thursday each month (except for August) to the following dates in order to accommodate public input on as many development applications as possible:

  • July 23, 2020
  • September 17, 2020
  • October 22, 2020
  • November 19, 2020
  • December 17, 2020

During the 2020-JUN-01 Regular Council Meeting Councillor Hemmens advised that she would be bringing forward the following notice of motion for consideration at the 2020-JUN-15 Council Meeting:

“That Council discuss and refer the attached draft position statement on defining the City’s role in health and housing to staff for review and comment.”
