Minutes of the Finance and Audit Committee Meeting held in the Shaw Auditorium, Vancouver Island Conference Centre, 80 Commercial Street, Nanaimo, BC, on Wednesday, 2021-DEC-15, at 9:00 a.m.

To be introduced by Richard Harding, General Manager, Parks, Recreation and Culture.


Purpose:  To request a financial commitment from Council regarding the proposal by the Nanaimo Track And Field Club to Athletics Canada in their bid to host the 2024 Track and Field Championships / Olympic and Paralympic Trials.


Presentation:


1. Tyler Heisterman, President, and Wanda Urbanowicz, Nanaimo Track and Field Club.


Recommendation:  That the Finance and Audit Committee recommend that Council commit up to $100,000 in 2024-2028 Financial Plan towards the Nanaimo Track and Field Club’s bid to host the 2024 Canadian Track and Field Championships / Olympic and Paralympic Trials funded from the Strategic Infrastructure Reserve.

Purpose:  To obtain a Council resolution for the proposed submission to the Investing in Canada Infrastructure Quality Program.


Recommendation:  That the Finance and Audit Committee recommend that Council:

  1. approve submission for grant funding for the Millstone Trunk North Sanitary Sewer project through the Investing in Canada Infrastructure Environmental Quality program;
  2. supports the project and commits to its share ($1,950,874) of the project, as well as any cost overruns, funded from the City’s Sewer Asset Management Reserve Fund; and,
  3. approve increasing the Millstone Trunk North Sanitary Sewer project in the 2022 – 2026 Financial Plan by $1,245,295 as per the most recent cost estimate.

Purpose:  To advise the Finance and Audit Committee that the City has submitted two grant applications totaling $78,000 to the 150 Time Immemorial Grant Program. 

To be introduced by Bill Sims, General Manager, Engineering and Public Works.


Purpose:  To advise Council of additional costs associated with the drainage portion of the Estevan Road Utilities and Cycling project.
