That the meeting be closed to the public in order to deal with agenda items under the Community Charter:

Section 90(1) A part of the Council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:

(a)  personal information about an identifiable individual who holds or is being considered for a position as an officer, employee or agent of the municipality or another position appointed by the municipality;

(d)  the security of property of the municipality;

(e)  the acquisition, disposition or expropriation of land or improvements, if the Council considers that disclosure could reasonably be expected to harm the interests of the municipality;

(f)  law enforcement, if the Council considers that disclosure could reasonably be expected to harm the conduct of an investigation under or enforcement of an enactment;

(i)  the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose;

(k)  negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the Council, could reasonably be expected to harm the interests of the municipality if they were held in public; and,

(n)  the consideration of whether a Council meeting should be closed under a provision of this subsection or subsection (2).

The Parks, Recreation and Wellness Committee recommend that Council:

  1. Direct Staff to work with the Nanaimo Model Airs Club to explore suitable locations for use of Model Aircraft; and,
  2. Undertake a park planning process for East Wellington Park to determine appropriate land use strategies for the site including the exploration of a pilot site for the Model Airs.

Recommendation:

  2. “General Election Amendment Bylaw 2018 No. 7129.03” pass second reading; and,
  3. “General Election Amendment Bylaw 2018 No. 7129.03” pass third reading.

Purpose:  To obtain direction from Council on how to proceed with the Georgia Greenway Project.

Recommendation:  That Council direct Staff to proceed with the construction of the Georgia Greenway Phase 1 Project, in 2018, as currently designed.

Purpose:  To request that Council initiate adoption of the Hospital Area Plan as an amendment to the City of Nanaimo “Official Community Plan Bylaw 2008 No. 6500”.

Recommendation: 

  1. That “Official Community Plan Amendment Bylaw 2018 No. 6500.039” (To include the Hospital Area Plan as an amendment to the Official Community Plan) pass first reading; and,
  2. That “Official Community Plan Amendment Bylaw 2018 No. 6500.039” pass second reading.

Purpose:  To present Council with an application to rezone the property located at 580 St Andrews Street from Single Dwelling Residential (R1) to Single Dwelling Residential - Small Lot (R2) in order to facilitate a two-lot subdivision.

Recommendation: 

  1. That “Zoning Amendment Bylaw 2018 No. 4500.123” (To rezone the subject property at 580 St Andrews Street from Single Dwelling Residential [R1] to Single Dwelling Residential - Small Lot [R2]) pass first reading; and,
  2. That “Zoning Amendment Bylaw 2018 No. 4500.123” pass second reading.

Purpose:  To present Council with an application to rezone portions of the properties located at 101 and 105 Linley Road to realign the existing R10 and R1 zoning boundaries to correspond with the future subdivision boundaries.

Recommendation: 

  1. That “Zoning Amendment Bylaw 2018 No. 4500.122” (To rezone portions of the subject properties at 101 and 105 Linley Road from Steep Slope Residential [R10] to Single Dwelling Residential [R1]) pass first reading; and,
  2. That “Zoning Amendment Bylaw 2018 No. 4500.122” pass second reading.

That "Highway Closure and Dedication Removal Bylaw 2018 No. 7263" (To provide for highway closure and dedication removal of a portion of Emil Road adjacent to 5901 Hammond Bay Road) be adopted.
