Minutes of the Governance and Priorities Committee Meeting held in the Shaw Auditorium, Vancouver Island Conference Centre, 80 Commercial Street on Monday, 2023-JAN-23 at 1:00 p.m.

To be introduced by Dale Lindsay, General Manager, Development Services/Deputy CAO.


Purpose:  To provide Council with an update on the Building Safer Communities Fund and to receive input on risk and protective factors for children and youth connected to gun and gang violence.

Purpose:  To provide an overview of the current Governance and Priorities Committee (GPC) structure, and to present options for discussion and feedback that will guide future amendments to the GPC's Terms of Reference.

Purpose:  To request that the Governance and Priorities Committee recommend that Council endorse the terms of reference for the Mayor’s Leaders’ Table.


Recommendation:  That the Governance and Priorities Committee recommend that Council endorse the Mayor’s Leaders’ Table terms of reference as attached to the staff report dated 2023-FEB-13.

Purpose:  To provide an overview of the Advisory Committee on Accessibility and Inclusiveness (ACAI), and to present options for discussion and feedback that will guide future amendments to the ACAI’s Terms of Reference.

Purpose:  To provide the Governance and Priorities Committee with information regarding other Council committees and task forces and receive feedback from Council in order to bring options for Council’s consideration to a future meeting.

To be introduced by Sheila Gurrie, Director, Legislative Services. 


Purpose:  To obtain a Council representative and two alternate representatives to the Municipal Insurance Association of BC Board.


Recommendation:  That the Governance and Priorities Committee recommend that Council appoint a Council Representative until the end of the Council term, and appoint two alternates to represent the City’s interest at any meeting of the Municipal Insurance Association of British Columbia.

That the meeting be closed to the public in order to deal with agenda items under the Community Charter:


Section 90(1)


(e) the acquisition, disposition or expropriation of land or improvements, if the Council considers that disclosure could reasonably be expected to harm the interests of the municipality;


(n) the consideration of whether a council meeting should be closed under a provision of this subsection or subsection (2).
