Minutes of the Finance and Audit Committee Meeting held in the Shaw Auditorium, Vancouver Island Conference Centre, 80 Commercial Street, Nanaimo, BC, on Wednesday, 2022-MAR-16, at 9:00 a.m.

That the meeting be closed to the public in order to deal with agenda items under the Community Charter:


Section 90(1) A part of the Council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following:


(k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the Council, could reasonably be expected to harm the interests of the municipality if they were held in public; and,


(n) the consideration of whether a Council meeting should be closed under a provision of this subsection or subsection (2).

Liette Bates-Eamer and Sarah Burden, KPMG, to provide the Finance and Audit Committee with a PowerPoint presentation regarding the audit of the 2021 Annual Financial Statements.

Paul Manly to provide the Finance and Audit Committee with a PowerPoint presentation regarding the Growing Opportunities Community Farm Project and requesting a Grant In Aid.

Purpose:  To present the 2021 Annual Financial Statements for acceptance by the Finance and Audit Committee.


Recommendation:  That the Finance and Audit Committee recommend that Council accept the 2021 Annual Financial Statements for the City of Nanaimo.

Purpose:  To provide Council with the financial implications of the Downtown Nanaimo Safety Action Plan and to seek direction with respect the implementation of the Plan’s recommendations.

Recommendation:  That the Finance and Audit Committee provide direction with respect to the implementation of the Downtown Nanaimo Safety Action Plan.

Purpose:  To request a financial commitment from Council regarding the proposed bid to host the 2025 or 2026 55+ BC Games.

Recommendation:  That the Finance and Audit Committee recommend the City of Nanaimo bid to host the 2025 or 2026 55+ BC Games and that an expenditure of $60,000 cash and $55,000 of in-kind be committed if the Games are awarded.

Purpose:  To provide information to the Finance and Audit Committee regarding the request for additional funding for sound system upgrades at the Oliver Woods Community Centre.


Recommendation:  That the Finance and Audit Committee recommend that Council increase the budget for the Oliver Woods Community Centre sound system upgrade in 2022 from $41,001 to $83,400 with the additional $42,399 in funding from the Facility Development Reserve Fund.

Purpose:  To seek Council direction to allocate funds from the Sewer Operating Reserve to increase the budget for the Park Avenue Sanitary Sewer Upgrades project.


Recommendation:  That the Finance and Audit Committee recommend that Council increase the budget for the Park Avenue Sanitary Sewer Upgrades project in 2022 from $1,109,110 to $1,504,381 with the additional $395,271 in funding from the Sewer Operating Reserve.

Purpose:  To obtain Council approval for the Permissive Tax Exemption application received from Nanaimo Canadian Amateur Football Association for 6706 Dover Road.


Recommendation:  That the Finance and Audit Committee recommend that Council:

  1. Award a Permissive Tax Exemption for the 2022 taxation year to the Nanaimo Canadian Amateur Football Association for 6706 Dover Road; and
  2.  Award a Permissive Tax Exemption Cash Grant with an approximate value of $890 for the 2022 taxation year for 6706 Dover Road.

Purpose:  To present Council with information regarding funding for a Welcome Reception for new immigrants and refugees.
