That Council direct Staff to designate the space in the southern corner of the proposed Maffeo Sutton Park amenity building layout as a flexible space that includes a change table, a sink and an armchair, without designating specifically what the space is for.

a.

BC Age-Friendly Communities Program Grant Application

To be introduced by Lisa Bhopalsingh, General Manager, Community Services/Deputy Chief Administrative Officer. 

Purpose:  To obtain a Council resolution supporting a grant application to the B.C. Healthy Communities Age-Friendly Communities funding program.

Recommendation:  That Council approve a grant application to the Age-Friendly Communities program for $15,000 in funding to support the development and distribution of a Seniors Emergency Preparedness Information Guide.

b.

UBCM Emergency Operations Centres Equipment and Training 2026 Intake

To be introduced by Laura Mercer, General Manager, Corporate Services.

Purpose:  To obtain a Council resolution supporting a grant application to the UBCM Emergency Operations Centres Equipment and Training funding stream.

Recommendation:  That Council approve the submission of a grant application to the UBCM Emergency Operations Centres Equipment and Training program for funding to provide in-house Emergency Operation Centre training and education and endorse the City of Nanaimo’s role in providing overall grant management.

Councillor Brown Motion re: Noise Impacts from Car Wash Facilities

At the 2026-FEB-23 Regular Council Meeting, Councillor Brown advised that he would be bringing forward the following motion for consideration:

"That Council direct Staff to prepare a report outlining options to mitigate noise impacts from car wash facilities on adjacent residential properties, specifically focusing on:

1. Immediate regulatory tools available through the Business Licence Bylaw, including the potential for restricting hours of operation or setting specific decibel limits for existing businesses;
2. Long-term preventative measures through amendments to the Zoning Bylaw, establishing minimum proximity setbacks between car wash dryers and residential zones; and
3. Best practices for noise-attenuation technology, such as mandatory sound shrouds or directional venting, that could be integrated into the city’s regulatory framework."
