Minutes of the Regular Committee of the Whole Meeting held in the Shaw Auditorium, Vancouver Island Conference Centre, 80 Commercial Street, Nanaimo BC on Monday, 2019-JUL-15 at 4:30 p.m.

Dr. Poteryko, Medical Director, Nanaimo Community, and Dr. Bell, Nanaimo Think Tank, to provide a presentation regarding community health.

Kim Smythe, CEO, Nanaimo Chamber of Commerce, to provide a presentation regarding 2019 Field Surveys of Nanaimo Businesses.

Camela Tang, President, Nanaimo Boathouse Society and Ian Niamath to provide a presentation regarding the Boathouse and Paddling Centre.

Dr. Natarajan to provide an update on cardiac care in Nanaimo and the urgent need for improving cardiac care in Nanaimo by establishing a cardiac care unit and cath lab in the hospital.

To present the Planning Method P.R.E.P (Propose, Research, Engage, Present) relevant informed planning.  Council to support a method for planning that works.  Change the way planning is done in this City.

To present to Council the details of a Heart & Stroke Foundation BIG BIKE Municipal Challenge, planned for May 2020.

To present plans that we are undertaking to help with the opiate crisis and a solution.

To present to Council an infrastructure upgrade/community development project proposed for the Marie Davidson BMX Park.

To be introduced by Richard Harding, General Manager, Parks, Recreation and Culture.

Purpose:  To provide Council with an update on the East Wellington Park Management and Action Plan planning process and to obtain direction regarding next steps.

Recommendation: That the Committee of the Whole recommend Council direct Staff to:

  • hold an open house at the park and post the draft East Wellington Park Management and Action Plan to the City of Nanaimo’s website to gather public input;
  • submit a non-farm use application to the Agricultural Land Reserve for park development; and,
  • report back to Council with the final draft plan.

To be introduced by Dale Lindsay, General Manager, Development Services.

Purpose:  To provide information on a Community Wellness & Harm Reduction Grant opportunity from the Province of British Columbia’s Community Action Initiative and to obtain Council approval for the City’s application for this grant.

Recommendation:  That the Committee of the Whole recommend that Council approve the City of Nanaimo’s application to the 2019 Community Action Initiative Community Wellness & Harm Reduction Grant for $50,000 for the purpose of supporting a peer-run skills and employment program.
